Questions
Can i apply this product over micron extra
I originally bought the Aquaguard Hypalon gray paint (discontinued) to paint the tubes on my Caribe 14 inflatable. I also painted that over the old blue Micron paint on the hard bottom after a basic sanding and solvent wipe.
I have continued to use the current Aquaguard with pretty good results. I would always recommend a call to the manufacturer to get a definitive answer for your particular situation..

Does this work on steel?
My boat is fiberglass. Paint is a water based ablative with cuprous oxide as the active ingredient. Can says fiberglass or wood, so I don't think it would work on steel.
